Hon. Emmanuel Ndahimana is a holder of MBA from Maastricht School of Management with a specialization in Corporate Management, leadership and development strategies. Earlier on, he obtained a Bachelors degree in Economics from the National University of Rwanda. He later graduated (Licence) in Economic and Social Sciences from the University of Fribourg, Switzerland specializing in Finance. He went through many training sessions including in” emerging Capital markets” in Washington in 1988, project management, corporate restructuring, clusters building in Rwanda with Professor Michael Porter from Harvard Business School in 2009.
Hon. Ndahimana is a highly experienced corporate Leader and a privileged actor in the economic transformation of Rwanda over the last 4 decades. He has been one of the 18 Executive Directors of the African Development Bank (AfDB) representing 6 East African countries, including Ethiopia, Kenya, Uganda, Rwanda, Tanzania and Seychelles. In 1997, he served in the Government of Rwanda as Minister of state for Finance and Economic Planning, contributing to the design and implementation of major economic and social reforms, negotiations with major creditors with the aim to alleviate the burden of debt on the national Budget, privatization of the public enterprises, etc... In 2000, he was appointed Chairman of Rwanda Investment and Promotion Agency (RIEPA), and in 2009, Chairman of Ecobank Rwanda, an affiliate of Ecobank transnational (ETI). He has developed a real interest for innovations in business development in general and in Bio innovations in particular, after realizing all the potential opportunities they represent for the future of Rwanda with particularly the algae based industries. He carried out a number of consulting missions for institutions specializing in project management, privatization, economic development and financial strategies. As consultant, he worked for Belgium Technical cooperation (BTC), German Technical cooperation (GIZ), the African development bank (AfDB), focusing on the Corporate management and development strategies. As a corporate strategies specialist, he will contribute to the project financial management and advise on how H.F.C Ltd business model can participate actively in a cluster and an integrated in a value chain of industries, taking advantage of the results of Spirulina and other Spirulina based products to enrich the foods, feeds, and fertilizers use in Rwanda
Albert Ruhakana holds a Master of Sciences in Integrated Watershed Management/ specialized in Soil and Water management from Kenyatta University/Kenya (2011). He possesses credential Post Graduate Certificate courses in Applied GIS and Remote Sensing to water resource Management from Region Centre for Mapping Resources for Development and Egerton University/Kenya (2012) and International Credential Post Masters courses in advanced technology for Water Management and Treatment from Institute of Environment and Sustainable Development, University of Antwerp and Laboratory of Ecotoxicology and Marine Ecology at Ghent University/Belgium (2014).
Albert holds a Bachelor Degree in Chemistry Sciences/Specialized in Bio-organic and Agro-chemistry from National University of Rwanda (2005). Albert Ruhakana was a Member of Parliament of Rwanda, Chamber of Deputies for six years (2018-2024). Prior to join the Rwanda Parliament he was a Research Scientist in Soil and water Management in former Rwanda Agriculture Research Institute (ISAR) merged to other Agriculture and livestock development institutes to form currently, Rwanda Agriculture and Animal Development Board (RAB) where he served 10 years. Coupled with Research activities, Albert has an experience in teaching and guiding students in practical works and supervise them in final thesis writing. He has experience in mobilizing resources and managing projects, while in RAB, he managed Agricultural Research and Extension Center for three years (2011-2013), Co-Director of China- Rwanda Agriculture and Technology Demonstration Center for three years (2013-2015) and Focal Person of irrigation project in RAB Research Centers for four years (2015- 2018). Albert has an experience in local governance where he governed the rural community for three years (2006-2008). Albert has conducted various research and development projects and published in peer reviewed papers in recognized international journals and two book chapters related to water management, watershed management, land and soil fertility management and crop improvement.
Dusengemungu Leonidas is a Rwandan national, born in Muhanga District on 15th November 1960. He holds a Bachelor’s degree in Sociology from the National University of Rwanda (2002) and a Master’s degree in Agriculture Extension/Education from Makerere University in Uganda (2010). With over 20 years of experience in socio-economic research, his focus has been on agriculture and livestock development, agricultural innovation platforms, and gender-related issues. He began his research career at ISAR, which later merged with RADA and RARDA to form the Rwanda Agriculture and Animal Resource Development Board (RAB) in November 2011. At RAB, he held the position of Senior Research Fellow from 2014 to 2021. In this role, he conducted numerous baseline studies, adoption and impact assessments, policy analyses, feasibility studies, as well as developed strategic and business plans. He was also involved in mid-term and end-line evaluations of agriculture and livestock development projects in Rwanda. He also helped to establish numerous agriculture innovation platforms focused on maize, beans, cassava, potatoes, bananas, fisheries and beef cattle value chains across Rwanda. Leonidas has published 29 peer-reviewed papers, contributed to 3 book chapters, and authored 4 books between 2002 and 2021. Currently, he works as a senior socio-economist private consultant, having successfully completed consultancy projects with various organizations. These include FAO (Assessing Impacts of Climate Change and COVID-19 Pandemic Risks on Kigali City Region Food Systems), JICA/MINAGRI (Strategic Plan for Agriculture Transformation, PSTA4, Mid- Term Review), ENABEL (Mid-Term Review for the Agriculture Pillar on Poultry, Pigs, and Animal Feeds Value Chains), FAO (Policy Analysis for Small Livestock with a Focus on Piggery and Poultry Value Chains in Rwanda), and JICA/WAMCAB/MINAGRI (Rwanda Irrigation Strategic Plan 2023-2027). He also worked with RICA on developing its Five-Year Strategic Plan (2024-2028), all under the leadership of TechScientia Consultancy Ltd.

Tumaine Sifa brings over 16 years of extensive experience in Spirulina production, having worked in both the Democratic Republic of Congo (DRC) and Rwanda. As the Spirulina Production Manager at H.F.C Ltd, she is responsible for overseeing the cultivation and production of high-quality Spirulina, a core product in the company's offerings.
